The Challenge

In many emerging governance contexts, land occupant records are fragmented across manual paper archives and disconnected spreadsheets. State land agencies face severe revenue leakage from missed annual subscription fees, unverified land claims, overlapping spatial boundary disputes, and lack of real-time visibility for field officers.

The Solution

Signals & Bits designed and engineered **Itura** (Yoruba for *settlement/residence*) — a centralized web portal and mobile field agent platform. Itura digitizes every stage of land administration: from GPS boundary capture and NIN/BVN identity verification to automated payment collection via Paystack/Flutterwave and cryptographic document security.

Complete digital identity onboarding linking occupants to plots via biometric NIN/BVN verification, passport photos, and instant occupancy certificate generation.

Automated Payment Engine

Multi-channel annual subscription collection (Bank Transfer, Card, USSD) powered by Paystack and Flutterwave, with automated receipts and SMS payment reminders.

Document Management & Audit

Cryptographically signed occupancy certificates, secure cloud document store (AWS S3), and immutable audit logging for all record edits and status transitions.

Field Officer Mobile App

Offline-capable React Native mobile application allowing field agents to register plot occupants and capture coordinates even in low-connectivity areas.

Admin Analytics & Reporting

Executive dashboard displaying payment compliance rates, plot allocation statistics, and spatial coverage maps with CSV and PDF export capabilities.
